Authentication of bill becoming law without Governor's signature

Every bill which shall have passed both houses of the General Assembly and shall not be returned by the Governor within five (5) days, having thereby become a law, shall be authenticated by the Governor causing the fact to be certified thereon by the Secretary of State in the following form: Click here to view form.
