(a) The third Friday in September shall be known as "POW/MIA Recognition Day" to honor American prisoners of war and those missing in action, all of whom have made extraordinary sacrifices on behalf of the United States of America. (b) POW/MIA Recognition Day shall not be a legal holiday, but shall be a memorial day to be commemorated by the issuance of an appropriate proclamation by the Governor. Acts 1999, No. 917, § 1.
