9-838. Complaints; governing body review The governing body may receive complaints concerning ordinances, codes, substantive policy statements or municipality practices alleged to violate this article. The governing body may review any ordinance, code, substantive policy statement or municipal practice alleged to violate this article and may hold hearings regarding the allegations. The governing body may recommend actions to alleviate the aspects of the ordinances, codes, substantive policy statements or municipality practices alleged to violate this article.
