48-2367. Limitation on powers of council and board of directors Neither the council nor the board of directors may dispose of, distribute or deliver any of the waters from lands of the district to or for use upon any lands outside the district, nor shall the boundaries of the district be changed except by the affirmative vote of three fourths of the votes at a regular annual election or special election called for the purpose of voting thereon.
