48-1709. Appeal from order of board A. Any person aggrieved by the decision of the board of supervisors may appeal from the decision or any part thereof to the superior court in the county in which the hearing was held. All persons interested in or in any way affected by the decision of the board of supervisors whether or not the party has appeared before the board at the hearing may appeal from the board decision. B. The appeal shall be taken and perfected by service of notice thereof as provided by section 48-1710 within fifteen days from the day of the decision and not thereafter.
