41-2602. Material management rules The director shall adopt rules governing: 1. The management of materials during their entire life cycle. 2. The acquisition and distribution of federal surplus materials. 3. The sale, lease or disposal of surplus materials by public auction, competitive sealed bidding or other appropriate method designated by rule. 4. The purchase of any such materials by an employee of the owning or disposing agency. 5. The transfer of excess and surplus materials. 6. The trade-in of excess or surplus materials.
