41-1304.03. Authority to blend sections amended or added more than once before publication When a section of the statutes is added or amended by two or more enactments, or if a section of the Constitution of Arizona is amended by vote of the people on two or more ballot propositions, after the most recent official publication of the statutes, the director of the Arizona legislative council may, when preparing the laws for the next publication, combine the multiple versions of each respective section into a single section, except that: 1. In so doing the director may not effect a substantive change in the existing statutes or the provisions of the new enactment. 2. A provision that is subject to a referendum shall not be combined with any other amendment or addition of the same section until the provision becomes law as provided in the Constitution of Arizona.
