36-154. Limitation of authority regarding services and fees The authority granted by this article is limited to services voluntarily rendered and voluntarily received, and shall not apply to services required by statute, regulation, or ordinance to be rendered or received. Fees authorized by this article to be charged shall not exceed the cost to the department or county departments of rendering the services.
