35-183. Countersigning of warrants, checks and electronic funds transfer vouchers All warrants, checks and electronic funds transfer vouchers issued by the department of administration shall be countersigned by the governor, or shall bear the facsimile signature of the governor, before presentation to the state treasurer for payment or endorsement. Unless so countersigned, the warrants, checks or electronic funds transfer vouchers shall not be considered complete in form or effect as legal obligations against this state.
