31-142. Use of prisoners on public works A. The sheriff may, with the consent of the board of supervisors, require prisoners under his charge who are capable of hard labor to be employed on the public streets, highways or other public works where they will not compete with free labor in the county. B. If a person is sentenced by a justice of the peace in a precinct having a branch or subcounty jail to imprisonment such person may be employed upon the highways or streets of the precinct in which the offense was committed with the approval of the sheriff.
