16-111. Definitions For the purposes of this article, unless the context otherwise requires: 1. " Applicant" means a person who applies for a driver's license. 2. " Driver's license" means any class of driver's license or a nonoperating identification license issued by the motor vehicle division of the department of transportation. 3. " Driver's license examiner" means an employee of the motor vehicle division of the department of transportation who is authorized to examine applicants for driver's licenses.
