15-191. Definitions In this article, unless the context otherwise requires: 1. " Eligible parent" means a parent who meets the following requirements: (a) Has a three year old or four year old child. (b) Lacks sufficient mastery of basic educational or basic English language skills needed to function effectively in society or lacks a high school diploma or its equivalent. (c) Is a citizen or a legal resident of the United States or is otherwise lawfully present in the United States. 2. " Family literacy program" means a program that is established pursuant to this article and that is designed to promote the acquisition of language and literacy skills by parents and their preschool children in a shared instructional setting.
