11-1041. Definitions In this article, unless the context otherwise requires: 1. " At-risk youth" means children who are eleven, twelve, thirteen, fourteen, fifteen, sixteen, seventeen or eighteen years of age at the time they begin receiving services pursuant to this article and who are one or more of the following: (a) Identified by a law enforcement agency or juvenile court as in need of services provided pursuant to this article. (b) Identified by a school as at risk of failing or dropping out. (c) From a family whose annual income is below one hundred fifty per cent of the federal poverty income guideline as determined and published by the United States office of management and budget. 2. " Summer youth employment and training programs" means programs to enhance the basic skills of youth and prepare them for participation in the labor force and includes activities consistent with the summer youth employment program of the federal job training partnership act (P.L. 97-300).
