(a) Charges and specifications must be signed by a member of the militia under oath before a commissioned officer authorized by AS 26.05.655 to administer oaths. The charges and specifications must state (1) that the signer has personal knowledge of, or has investigated, the facts set out in the charges and specifications; (2) that the charges and specifications are true in fact to the best of the signer's knowledge and belief. (b) The person proffering the charges and specifications shall present them to the proper authority. The proper authority receiving the charges and specifications shall immediately determine the disposition of the charges in the interest of justice and discipline, and the person accused shall be informed of the charges as soon as practicable.
