(a) Any city in the state, which has a population of not less than 23,000 nor more than 27,000 inhabitants according to the 1970 or any subsequent federal decennial census, may adopt the council-manager form of government by proceeding in the manner hereafter in this part provided. (b) The Legislature finds that the council-manager form of government has been adopted pursuant to this part and is operative in a Class 5 municipality. It is the intent of this part to further provide for the council-manager form of government under this part.
