In case any building or structure is erected, constructed, reconstructed, altered, repaired, converted, or maintained, with the exception of those buildings or structures excluded in Section 45-57-260.08, or any subdivision is established, or land used in violation of this article or of any regulation made under the authority conferred hereby, the county attorney, or other appropriate administrative officer of the planning commission may institute any appropriate action or proceeding to prevent the unlawful erection, construction, reconstruction, alteration, repair, conversion, maintenance, or subdivision of the land or use of the land to restrain, correct, or abate the violation, or to prevent the occupancy of any building, structure, subdivision, or land or to prevent any illegal act, conduct, business, or misuse in or upon any premises regulated under the authority conferred by this article.
