(a) The plan shall be construed, regulated, and administered under the laws of the State of Alabama, except where the provisions of the code or other applicable federal statutes control. (b) The titles and headings of the articles and sections in this plan are for convenience only. In case of ambiguity or inconsistency, the text rather than the titles or headings shall control.
