The president of the commission shall be its presiding officer and shall have the same powers and authority as other members in passing upon all questions, and shall sign the minutes of the proceedings of the commission, and shall sign all warrants drawn on the county treasury, unless in the event of his or her disability some other member of the commission shall be designated by an appropriate resolution of the board so to do; and it shall be his or her duty to receive and prepare business and obtain information for the sessions of the commission, to see to the execution of all orders thereof, and to report to the commission all infractions of the revenue law in the county of which he or she can obtain authentic information. He or she shall exercise all the powers and perform all the duties required of the judge of probate as to matters coming before the court of county commissioners.
