Whenever in the judgment of any appointing authority it becomes necessary in the interest of economy or because the necessity for any position in his or her appointing authority no longer exists, the appointing authority may abolish any position held by any employee covered by this part within his, her, or its appointing authority and terminate the employee holding such position or employment without filing written charges and without the right to a hearing as provided in Section 45-45-121.06.
