Powers of Board of Commissioners; Liability

(a) The board of commissioners of a communication district established by the Limestone County Commission pursuant to Chapter 98 of Title 11, which serves territory lying within Limestone County may do any of the following: (1) Contract or otherwise cooperate with an emergency communication district serving any part of an adjacent county in the State of Tennessee for the provision of emergency communication services, including, but not limited to, dispatch services, or assistance in the provision of emergency communications services within any part of the respective territory or area of service of any communication district that is party to the contract or cooperative agreement. (2) Contract or otherwise cooperate with any public safety agency of the State of Tennessee or functional division of a political subdivision of the State of Tennessee which provides fire fighting, rescue, natural or man-made disaster or major emergency response, law enforcement, or ambulance or emergency medical services within any part of a county in Tennessee that is adjacent to Limestone County, for the provision of emergency communications services, including, but not limited to, dispatch services or assistance in the provision of emergency services within any part of the respective territory or areas of service of any communication district, public safety agency, or division of a political subdivision that is party to the contract or cooperative agreement. (b) A communication district contracting or cooperating with an entity pursuant to this section and any officers or employees of the communication district shall be considered as acting in a county governmental capacity for any actions taken pursuant to this section. Any officer or employee of the communication district performing any activity or duty authorized by this section shall be entitled to the same rights, privileges, exceptions, and immunities provided by law for any county governmental activity or duty performed within Limestone County, to the same extent as allowed for their other activities or duties authorized by Chapter 98 of Title 11. (c) This section is cumulative in its nature and shall be in addition to any and all power and authority granted to a communication district, a county, or a municipality under any other law.
