When used in this part, the following words and phrases shall have the following meanings, unless the context clearly indicates otherwise: (1) AUTHORITY. The Shoals Economic Development Authority. (2) BOARD. The board of directors of the authority comprised of the members of the Shoals Economic Development Authority. (3) GOVERNING BODY or BODIES. The legislative, executive, or deliberative body of those counties or municipalities within counties that are vested with responsibility to appoint members to the authority. (4) MEMBER. An individual resident and registered voter of Lauderdale County or Colbert County, who has been appointed to the authority by their respective governing bodies to serve in a representative capacity. (5) SHOALS. The geographic region of the State of Alabama comprising the Counties of Colbert and Lauderdale.
