(a) The affairs and business of the district shall be managed by a board of trustees consisting of five members appointed by the governing body of the county. No person shall be appointed to the board unless he or she is a qualified elector of the district. Appointment shall be for a term of five years provided, however, that to stagger the terms one of the five members first appointed shall be appointed for a term of one year, one shall be appointed for a term of two years, one shall be appointed for a term of three years, one shall be appointed for a term of four years, and one shall be appointed for a term of five years. (b) The board of trustees shall elect annually from its own number a president and a secretary. The members of the board of trustees shall not be entitled to any compensation for their services; but they shall be entitled to reimbursement for all expenses incurred by them in the performance of their duties.
