(a) In Henry County, each member of the county board of education is entitled to receive a monthly expense allowance of two hundred dollars ($200), to be paid from school funds, and as reimbursement for expenses incurred in Henry County, Alabama. Such allowance shall be in addition to any other allowance or compensation provided by law. (b) The operation of this section shall be retroactive to October 1, 1980, and all actions taken and payments made pursuant thereto on and after that date are ratified and confirmed.
