All county employees shall be hired, retained, disciplined, and dismissed based on rules, policies, and procedures adopted to implement this article. This personnel system shall apply to all employees except the following: (1) Elected officials. (2) Members of appointed boards and commissions. (3) Volunteers who receive no compensation from the county. (4) Persons performing work under contract with the county and not carried on the payroll as employees. (5) Persons whose employment is subject to the approval of the United States Government or the State of Alabama. (6) Appointed employees. (7) Appointed contract employees.
