(a) The Chief Procurement Officer may establish a Procurement Advisory Council. If created, the council, upon adequate public notice, shall meet at least once a year for the discussion of problems and recommendations for improvement of the procurement process. When requested by the Chief Procurement Officer, the council shall conduct studies, research, analyses, and make reports and recommendations with respect to subjects or matters within the jurisdiction of the Chief Procurement Officer. The council shall consist of qualified representatives of state and local government and other persons selected by the Chief Procurement Officer. (b) The Chief Procurement Officer may appoint advisory groups to assist with specifications or procurement in specific areas and to assist with any other matter within the authority of the Chief Procurement Officer.
