Letting of Contracts When Circumstances Arise for Which a Delay Is Likely to Cause Harm to an Individual or Public Property

Notwithstanding any law to the contrary, in the event circumstances arise for which a delay would likely cause harm to an individual or public property, a contract may be let to the extent necessary to mitigate the harm without regard to the requirements of this article, provided the awarding authority does both of the following: (1) Documents two or more price quotations or price estimates before letting the contract. (2) Adopts a resolution declaring the nature of the circumstances, the action to be taken, and the reasons for taking the action.
