(a) The annuities and benefits provided for in this article shall not repeal or be considered to be in substitution for any other annuity or benefit provided for by law or any other retirement system, whether municipal, county, state, or federal. (b) Participation by a firefighter in any other program, plan, fund, or system shall not bar participation by such firefighter in the fund.
