(a) The board shall hold at least four regular meetings each year. (b) The board shall elect annually a chair and vice chair who must be members of the board. The board may employ an executive director, clerks, experts, attorneys, and others, as may be necessary in the carrying out this chapter. (c) The board, with the approval of the Governor, may fix the compensation of the executive director and other employees. (d) A quorum of the board shall consist of not less than a majority of the duly appointed board members.
