Automated Commercial Vehicles - Owner of Vehicle Considered Its Operator; License to Operate

(a) The owner of an automated commercial vehicle, or the lessee if the vehicle is leased or rented, is considered the operator of the vehicle for the purpose of assessing compliance with applicable traffic or motor vehicle laws, including the rules of the road. (b) The automated driving system is considered to be licensed to operate the vehicle.
