It shall be the duty of the Director of the Department of Public Safety, and he shall have power to do all that is necessary to administer and enforce: (1) All laws contained in this title, as the same may now or hereafter be amended; (2) All other laws relating or pertaining to the operation or movement of vehicles on the public highways of this state; (3) Such other laws as the Department of Public Safety has heretofore administered and enforced.
