(a) Salaries of officials and employees of the department, as provided in this chapter, and office, travel, and other expenses incidental to the proper establishment, operation, and maintenance of the department, or other offices established by the commissioner, as provided in this chapter, may be paid by the State of Alabama from the State General Fund. (b) Notwithstanding subsection (a), each county in which a veteran service officer’s or district manager’s office is established shall furnish suitable office space in the county courthouse, or another suitable location in the county for his or her use, and the county shall pay all expenses associated with the operation of the office, including, but not limited to, any rental, telephone, facsimile, business-class Internet, janitorial service, power, heating and air conditioning, employee parking, and other operational support or maintenance expenses. Personnel costs of department officials and employees are not considered expenses for which payment is required of the county.
