(a) The director is authorized to adopt rules necessary to administer and implement the provisions of this chapter not otherwise covered by subsection (b). (b) The Secretary of the Alabama State Law Enforcement Agency may adopt rules necessary to administer and implement the provisions of this chapter which relate to enforcement or other duties of law enforcement officers.
