(a) Whenever any act of the Legislature provides that the Speaker of the House of Representatives is designated a member of a multi-member body, the Speaker may designate a person to serve in his or her place as follows: (1) If the body is composed exclusively of members of the Legislature or members of the Legislature and the Lieutenant Governor, the Speaker of the House of Representatives may designate a member of the House of Representatives to serve in place of the Speaker. (2) If the body is not composed exclusively of members of the Legislature or members of the Legislature and the Lieutenant Governor, the Speaker of the House of Representatives may designate any person to serve in place of the Speaker. (b) Designees shall serve at the pleasure of the appointing authority. (c) This section applies to multi-member bodies in existence or subsequently created.
