Except as otherwise provided in this chapter, it applies to: (1) Affairs and estates of disappeared persons, and persons to be protected, domiciled in this state; (2) Property located in this state of nondomiciliaries who are disappeared persons or persons to be protected, or property coming into the control of a guardian or conservator who is subject to the laws of this state; and (3) Incapacitated persons and minors in this state.
