Any place or establishment in which any one or more of the following named services is regularly performed, for pay, shall be subject to the provisions of this chapter: (1) Shaving; (2) Beard trimming; (3) Cutting, dressing, arranging, curling, waving, shampooing, singeing, bleaching or dyeing of the hair; (4) Application of massages, cosmetics, antiseptics, tonics, lotions or creams to the skin or scalp; or (5) Manicuring, polishing, tinting or buffing the nails. Places in which such services are performed, for pay, shall, for purposes of enforcement of this chapter, be known as barber, manicure or beauty shops.
