(a) The department shall distribute funding allocated to it for providing and administering services pursuant to this article. The department may seek any federal waiver that may be necessary to maximize funds from the federal government to implement the purposes of this article. (b) The department may seek any federal waiver that may be necessary for activities related to the purposes of this article.
