The following persons may bring an action in a court of competent jurisdiction to enjoin any violation of this chapter or a policy adopted pursuant to this chapter: (1) The Attorney General. (2) A person whose expressive rights are violated by a violation of this chapter or the policy adopted pursuant to this chapter.
