For purposes of this chapter, the following words, terms and phrases shall have the following interpretations: (1) PRESCHOOL CHILDREN WITH DISABILITIES. Those children with disabilities, ages three through five, inclusive, determined eligible for special education services under existing federal and state laws, rules and regulations, and policies governing special education. (2) SPECIAL EDUCATION SERVICES. Services relating to instruction of preschool children with disabilities. (3) LOCAL EDUCATION AGENCY. A county or city school system in the State of Alabama. (4) FREE APPROPRIATE PUBLIC EDUCATION. That program as defined by federal statute under Public Law 91-230, and all regulations and amendments thereto.
