(a) Any provision of the State Building Code, as adopted by the Division of Construction Management of the Department of Finance, or other applicable state or local building code to the contrary notwithstanding, a local board of education may use any available facility for conducting career technical classes upon a finding by the board that the available facility is better suited for career technical classroom instruction than the facilities then being used. (b) A determination of whether an available facility is better suited for career technical classroom instruction shall be based on the type of instruction to be provided and not whether the available facility has air conditioning.
