(a) It is the goal of the Governor and the Legislature to raise Alabama’s non-salaried expenditures per public school student to the national average in conjunction with this commitment to teachers’ salaries. (b) It is the goal of the Governor and the Legislature to continue and enhance Alabama’s financial support for public institutions of higher education, support personnel in public schools and retirees in the Teachers’ Retirement System in conjunction with this commitment to teachers’ salaries and non-salaried expenditures per student.
