For the purposes of this article, the following terms shall have the meanings respectively ascribed to them by this section: (1) GOVERNOR. Any person performing the functions of Governor by authority of the law of this state. (2) EXECUTIVE AUTHORITY. The Governor and any person performing the functions of Governor in a state other than this state. (3) STATE. Such term, when referring to a state other than Alabama, refers to any other state or territory of the United States of America.
