(a) After a regional law enforcement training facility is operational, the facility shall give first priority to the training of law enforcement officers for each participating municipality. (b) The superintendent of the facility shall be selected by the members of the board of directors and shall serve at their pleasure. The superintendent, according to written policies and procedures adopted by the members of the board of directors, shall have and exercise control and authority over the law enforcement training facility.
