(a) Except as provided in this chapter and specifically in subsection (b), a research and development corridor shall not be required to obtain the approval or consent of, or make any filing with, or provide notice to, the state or any state agency, department, or other instrumentality of the state, with respect to the incorporation or the amendment of the certificate of incorporation of the corridor, or the exercise of any authority or power provided in this chapter or permitted under state law. (b) A research and development corridor shall be subject to local codes and ordinances.
