From 2008 until 2010, the FBI and Chicago Police Department conducted a narcotics investigation on Chicago’s West Side called “Operation Blue Knight.” As the operation was wrapping up, defendant Officer John O’Donnell applied for dozens of arrest warrants, including one for Vonzell White, the plaintiff in this civil case.
