This action was begun in the circuit court for Orange county under section 2908 of the General Statutes by the Railroad Commissioners in the name of the State -to recover penalties fixed and imposed under the Railroad Commission law upon the railroad company for alleged violations of Demurrage Rule 8 of the Commission Rules in refusing to pay liabilities to a shipper incurred under the rule.
