Keating, J. At 1:30 p.m. on September 11, 1964, a Friday, Anthony Williams was fatally wounded-by a shotgun blast in the chest. Mr. Williams, an employee of the A. R P. Excavating Company, was standing just outside the doorway of the company’s field office trailer when the fatal shot was fired.
