MELLOY, Circuit Judge. On February 9, 2001, Officer Daniel Jake Franklin responded to a concerned motorist’s report of possible drunk driving. When Officer Franklin arrived on the scene, he initiated a traffic stop of Patricia Littrell’s vehicle.
