The facts are stated in the opinion by WOODSIDE, J., of the court below, as follows: The plaintiffs here are seeking to restrain the City of Harrisburg and certain of its officials from enforcing the provisions of what is sometimes called an "interim" zoning ordinance, and to direct the proper city official to issue a building permit to the plaintiffs authorizing the construction of five apartment buildings in the city.
