KANNE, Circuit Judge. The plaintiff appeals the district court’s denial of his motion requesting leave to file an amended complaint pursuant to Fed. R.Civ.P. 15(a). Finding that the plaintiffs proposed amended complaint could not withstand a motion to dismiss based on lack of subject matter jurisdiction and failure to state a claim upon which relief may be granted, we affirm.…
