McKAY, Circuit Judge. This is an action for damages under 42 U.S.C. § 1983 (1988). The action arose out of the dismissal of Mr. Steven R. Hicks from his job as a police officer for the City of Watonga, Oklahoma. Mr. Hicks brought this action alleging that the appellants violated several of his constitutional rights.
